It's a more versatile way to allow a lens to tilt-shift (They only make a few dedicated Tilt-Shift lenses). Tilt-Shift lenses let you control perpendicular distortion and they also let you put such a strange DOF on things that they can look like toys.

-- Andrew To add on to what Drenton said, lensbabies are lenses that feature a sweet spot that the photographer can place wherever they want in the frame. They also have a unique bokeh that can't quite be accurately duplicated in a photoediting program.
